RNDC presented at a meeting of the Sugar Hill Neighborhood Association on February 16, 2009 about the redevelopment of The Chateau Carre Apartments.


RNDC was invited by the Sugar Hill Neighborhood Association to present at their monthly meeting on February 16, 2009 about the redevelopment of The Chateau Carre Apartments.  The meeting was held at Dillard University. RNDC staff made a presentation that relayed information regarding who is expected to live at a rennovated Chateau Carre, the tennant selection process, and the ongoing management of the property once construction is complete. Current photos, along with new renderings of the landscaping and property, were also presented to give a visual aspect of Chateau Carre as it presently is and what the neighborhoods can expect post construction.

Villere Town Planning and Associates have created a beautiful landscape design to convey the arrangements of the various landscape elements and plantings of Chateau Carre.

At RNDC's request, the Department of Parks and Parkways trimmed the trees around Chateau Carre.


The majority of the trees around the peremeter of Chateau Carre are located in the public right of way and are therefore the jurisdiction and property of the City of New Orleans. RNDC's staff submitted a request to the City of New Orleans Department of Parks and Parkways to have these trees trimmed. Shortly before Christmas of 2008, the trees were trimmed.

RNDC receives multi-million dollar award from The State of Louisiana's Office of Community Development.


The Office of Community Development awarded $9 million in Community Development Block Grants through The Piggyback 2 Program on Dec. 16, 2008 to support the development of The Groves at Mile Branch Creek into a mixed-income development.

 

The LIHTC-CDBG program (referred to as the “Piggyback” program in the Louisiana Recovery Administration Action Plan) supports affordability for especially low-income Louisianans in properties receiving Gulf Opportunity Zone Low Income Housing Tax Credits. The Program also supports the production of three types of eligible properties through four types of funding mechanisms.

RNDC attended the Gentilly Heights East Community Meeting in November 2008.


RNDC staff attended the Gentilly Heights East Neighborhood Association monthly meeting and presented the redevelopment plan for Chateau Carre. Progress towards the rehabiliation was discussed and feedback gained from the residents.

 

RNDC also provided an update on the Gentilly Homeownership, RNDC's single-family for-sale housing initiative in the Dillard area of Gentilly.

RNDC hosted a third community meeting on Nov 4th, 2008 about the redevelopment of 1770 Tchoupitoulas St.


RNDC sponsored its third community meeting about the redevelopment of 1770 Tchoupitoulas on Wednesday November 4th, 2008. The meeting was held at the Kingsley House where presentations were made by RNDC staff and the architect Wayne Troyer and Associates.

 

The guests at the meeting included 15-20 members of the community representing, among other affiliations, the Coliseum Square Neighborhood Association and the Irish Channel Neighborhood Association. 

 

RNDC responded concerns raised and requests made at the first community meeting on October 8th and the second community meeting on October 22nd with a presentation including the following items. These presentations can be seen by clicking on the links below.

  • a re-drawing of the primary market area of 1700 Tchoupitoulas to correspond to the area definition favored by attendees at the Oct 22nd meeting
  • presentation of the data collected on the primary market areas of the mixed-income development examples described by RNDC
  • a comparison of the demographics and income levels of the primary market areas of 1770 Tchoupitoulas and example mixed-income developments
  • an analysis of the conformity of 1770 Tchoupitoulas to the existing MUA zoning district along Tchoupitoulas passed by City Council
  • description of the marketing plan and management strategy for the development
  • statement of willingness to pursue scatter site single-family housing development in the Lower Garden District
  • a list of next steps

RNDC hosted a second community meeting on Oct 22nd, 2008 about the redevelopment of 1770 Tchoupitoulas St.


RNDC hosted the second community meeting about the redevelopment of 1770 Tchoupitoulas on Wednesday October 22nd, 2008. The meeting was held at the development site where presentations were made by RNDC staff and the architect Wayne Troyer and Associates to an audience of 20-30 members of the community representing, among other affiliations, the Coliseum Square Neighborhood Association, the Irish Channel Neighborhood Association and the Lower Garden District Coalition.
 
RNDC responded to issues and concerns raised at the first community meeting on October 8th with a presentation including; a description and discussion of the market conditions and demographics in the Lower Garden District, a description of the outreach and coordination efforts of RNDC with other entities, provision of examples of successful Mixed-Income development, a summary of research done on the impacts of mixed-income communities, as well as background on Volunteers of America. Wayne Troyer and Associates also presented the changes made to the design in response to issues raised at the Oct 8th meeting

RNDC signs contract documents securing $1 Million grant of HOME funds from The City of New Orleans.


The City of New Orlean's Office of Receovery and Development Administration awarded RNDC $1 million to construct 25 single family for-sale homes in the Gentilly neighborhood.

An article on the front page of the North Shore version of the Times Picayune features the zoning change for The Groves at Mile Branch Creek.


At the October 7th, 2008 meeting of the St. Tammany Parish Zoning Commission a resolution was passed to accept the change of zoning for The Groves at Mile Branch Creek property.

RNDC hosted its first community meeting about the redevelopment of 1770 Tchoupitoulas on Wednesday October 8th, 2008. The meeting was held at the development site where verbal presentations were made by RNDC staff and the Property Management Team from Latter & Blum. The architect Wayne Troyer and Associates also provided some preliminary sketches.

 

The guests at the meeting included 30-40 members of the community representing, among other affiliations, the Coliseum Square Neighborhood Association, the Irish Channel Neighborhood Association and the Lower Garden District Coalition.

RNDC held it's first community meeting on September 9, 2008


RNDC held a kickoff meeting to share information regarding a new residential development along Polders Lane near downtown Covington and to gather community input on the site’s development. The project overview was given by Keith Villere of VillereTown Planning Associates.  The architectural overview was given by Michael Savoie Hunley of MSH Architects and Gina Andre of Concordia LLC.

1770 Tchoupitoulas Update

RNDC staff met with the staff of the City of New Orleans Historic Districts Landmarks Commission (HDLC).


RNDC staff and Wayne Troyer, the architect for 1770 Tchoupitoulas, met with the HDLC to discuss the cotton press building which stretches along Celeste St. on the north side of the site. The buildings has been deemed "contributing to this historic character of the district" by SHPO and it's redevelopment will be overseen by the HDLC.

The 1770 Tchoupitoulas development is featured in the Enterprise Community Partners Annual Report.


Enterprise Community Partners is a national nonprofit with 25 years of experience in the community development and affordable housing field. Enterprise is the leading provider of capital and expertise for affordable housing and community development.

 

In their annual report Enterprise featured a loan provided to RNDC through the Enterprise Louisiana Loan Fund to acquire the 1770 Tchoupitoulas property.

A student prepared development proposal for 1770 Tchoupitoulas takes second place in the JPMorgan Chase Community Development Competition.

 


RNDC partnered with a team of students from Milano The New School for Management and Urban Policy and Parsons The New School for Design in the Spring of 2008. The New School team created a development proposal for the redevelopment of 1770 Tchoupitoulas St. which was the second place winner of the 2008 JPMorgan Chase Community Development Competition.

The competition gives a team of students an opportunity to partner with a New Orleans nonprofit organization to develop a real estate project that is feasible, sustainable, and helps to build and strengthen the local community.

 

The 2008 JPMorgan Chase Community Development Competition took place in New Orleans after 14 years in New York City. Chase worked with Enterprise and the city's Office of Recovery and Development Administration to create a rewarding experience for college and graduate students. The competition also sought to help build momentum for the city's redevelopment, challenging students to create a real estate development proposal for one of the city's 17 targeted recovery zones. Enterprise managed and coordinated the competition.

New Orleans Building Corporation unveils its Reinventing the Crescent Plan.


In the north-east corner of the 1770 Tchoupitoulas St. property there is a break in the flood wall that will be one of two entrances to Celeste Park, a 3,000 foot long, 14-acre park along the shoreline with a pedestrian walkway, running trails, pavilions, possibly a café, a sun deck and a few piers extending into the river. Celeste Park is part of the first phase of the Reinventing the Crescent plan and is estimated to cost $18.8 million.

Reinventing the Crescent is the initiative which implements the "Riverfront Vision 2005", a study done by the City Planning Commission. The Riverfront Vision, which was adopted by the New Orleans City Planning Commission, recommends redeveloping the Mississippi riverfront from vacant industrial uses into parkland and a variety of other uses. The New Orleans Building Corporation, a city agency, with assistance from the Trust for Public Land is shepherding the Reinventing the Crescent plan through to completion.

 

This $300 million riverfront redevelopment plan covers several miles of the Mississippi River front from Jackson Ave in the Lower Garden District to the Industrial Canal in the Bywater. The plan will create a continuous walkway and in many areas a linear park along the riverfront, removing many of the barriers that prevent public access to the river. The development includes what the planners call "great gathering places" and "inspirational new architecture" that would draw people to the river.  Funding has been committed for the implementation of the first phase of the Reinventing the Crescent plan for redevelopment of the Mandeville Wharf area of the riverfront in the Bywater.

The Terraces groundbreaking featured on two channels in the evening news.

 


The ground breaking for The Terraces was held March 14, 2008. The Terraces on Tulane is a Volunteers of America National led development containing 200 units of housing for senior citizens.

 

In attendance at the ceremony were former residents of Forrest Towers East, representatives from the investor JPMorgan Chase, the Louisiana Housing Finance Agency as well as:

Ed Blakley, Director, Office of Recovery and Development Administration

Chuck Gould, CEO Volunteers of America Inc.

Mark Boucree and Al Kohorst of RNDC attended the Dillard CDC Stakeholders Meeting.


Dillard University formed a Community Development Corporation (Dillard CDC) in 2001 to stabilize the neighborhoods surrounding Dillard University. The CDC’s mission is to promote the economic, social, ecological and strategic development of its service area and in doing so to generate opportunities to reciprocally benefit Dillard University and the Community.  The Dillard CDC is dedicated to rebuilding, reinventing, and expanding opportunities in Dillard’s host Community.  

 

The Dillard CDC convened their partners in  organizations in November of 2007 to identify ways to work together. These partners included RNDC staff, neighborhood association members, local bankers and businesses as well as Dillard University faculty and staff.
